The National Independent Venue Association and Fan Alliance sent a joint letter to Congressional leadership, citing nearly two dozen fan accounts and demanding a federal ban on speculative ticket sales. The letter names Dacy Gillespie, whose sons' Christmas-gift tickets never arrived, and Skylie Shore, who spent over $6,000 only to be locked outside the stadium on gameday. Missouri's Attorney General and the FBI have also issued public warnings.

Mark Gallagher of West Vancouver paid $11,380 CDN for premium seats to watch Canada play Qatar, a Christmas gift for family. The tickets never arrived despite weeks of calls. A ticketing industry veteran says he's personally gathered over 400 similar complaints, and a board member of NITO, a U.S. trade nonprofit, estimates thousands of fans are being affected every day.

Kelly Mongillo of Barrie, Ontario, paid $1,700 CDN in August 2025 for tickets to see Brazil play Morocco with her 72-year-old father, Larry, a trip she'd been planning since childhood. British Columbia's attorney general opened a formal inquiry into StubHub after a CBC News investigation exposed mass World Cup ticket cancellations across Vancouver, Toronto, and other host cities. Vancouver's Kirat Malik had to buy a second set of tickets directly from FIFA after StubHub cancelled the ones she'd already paid for to see Canada play Qatar. Consumer Protection BC is now investigating whether StubHub broke the province's Ticket Sales Act, and Ontario regulators confirm StubHub has already been flagged for not meeting expectations under that province's law.

U.S. fans filed a proposed class action in Manhattan federal court Tuesday night, accusing StubHub of failing to deliver World Cup tickets and seeking at least $5 million in damages for thousands of buyers. The complaint says fans "did not get what they paid for" and were "lied to" into purchasing tickets "for large sums of money, only to incur tremendous financial losses." A 20-year ticketing industry veteran called the situation "one of the biggest collapses in the history of ticketing." The lawsuit cites violations of consumer protection and false advertising laws.

A roundup of the same pattern repeating across the tournament: an 89-year-old fan turned away in Guadalajara, a grandmother and 13-year-old grandson locked out in Atlanta. The piece traces the mechanism back to "ghost tickets," sellers listing seats they don't yet have, and notes that StubHub's FanProtect Guarantee applies refunds at the company's "sole discretion."

Bina Ramroop broke down in tears outside Atlanta Stadium when her $485 StubHub tickets, bought for her grandson's 13th birthday, wouldn't transfer. FIFA and StubHub blamed each other for hours. Elsewhere in the same story, Dallas father Pape Ndaw watched his $550 graduation-gift tickets evaporate two days before kickoff, only to find replacements had quadrupled in price. A sports law expert flagged that StubHub's "FanProtect Guarantee" lets the company choose a refund over real tickets at its "sole discretion."

The New York Post covers two California plaintiffs at the center of the class action: Reuben Renteria of Los Angeles, who paid $2,294 and flew to Mexico for Mexico vs. Korea only to find StubHub had cancelled the order on arrival, and Julia Reeker Moghal of Orange County, who paid $1,905 for three Switzerland tickets at SoFi Stadium and was promised delivery an hour before kickoff — which never came. Moghal still has not received a refund. Both filed FTC complaints. The suit describes their situation as a "Hobson's Choice" between buying from StubHub or paying FIFA's prices "they simply cannot afford."

Jeremy Wright gave his wife tickets to the Netherlands vs. Japan match as a Christmas gift, nearly $1,400 with fees. Five hours before kickoff, StubHub said the tickets couldn't transfer, and no alternatives were available. A second fan, Fountain, was sent a downgraded seat that technically counted as a "replacement," cutting off his refund eligibility under FanProtect's fine print. Texas Attorney General Ken Paxton opened a formal investigation into StubHub on Friday after his office received consumer complaints from fans who believed they had secured World Cup seats only to have orders cancelled with little or no notice. Paxton said the probe will examine whether StubHub misled customers or failed to deliver tickets already purchased. He named the practice by name: "If StubHub is ghost ticketing Texans out of that experience, my office will use every tool available to hold them accountable." Texas is already separately investigating FIFA over seat-location misrepresentations. StubHub attributed cancellations to FIFA transfer problems.

CBC NEWS INVESTIGATES

CBC's investigative team caught StubHub in a direct contradiction. StubHub spokesperson Jack Sterne told CBC "StubHub does not allow speculative tickets, period." CBC then found World Cup ghost tickets were listed on StubHub as far back as August 2024 — a full year before FIFA issued any real seats. Jeremy Wright of Austin bought his pair on September 3, 2025, a week before FIFA's official release date. To test StubHub's controls, CBC then listed two fake 2028 Summer Olympics tickets on the platform for $2 each. StubHub asked for no real ticket, no seat number, and no row — just a credit card and a checkbox. The 2028 LA Olympics confirmed those tickets are not verified. StubHub is on record opposing California AB 1349 and funding a campaign to defeat it.

Sergio Enrique Alvarado Montalvo flew his parents from Mexico to Dallas for the Argentina vs. Austria match as a Father's Day surprise, spending $1,700 on StubHub tickets and nearly $6,000 on travel and hotels. One day before departure, StubHub said the seller couldn't deliver. The family stood outside the stadium anyway, Montalvo on the phone to StubHub until an hour before kickoff. Eben Pingree of Boston faced the same on match day after his wife paid $2,800 to surprise their 11-year-old son Cole for Scotland vs. Haiti. Attorney Bradford Clements, who represents clients with over $2.4 million in StubHub claims, told the BBC the company's strategy is to "intimidate you, defer you, and deny you." A consumer guide surveyed lawyers and advocates on what fans can actually do once StubHub cancels a ticket, and the picture isn't good. "Comparable" replacement tickets are decided entirely at StubHub's discretion, and most buyers can't sue thanks to forced-arbitration clauses tied to a dispute-notice address the company keeps changing. Sports Fans Coalition director Brian Hess summed up the underlying problem, saying the system fails consumers at every level it touches.

AND IT'S EVERYWHERE ELSE TOO

The scams the news hasn't gotten to yet.

"We purchased 4 FIFA World Cup tickets (France vs Senegal, MetLife Stadium) for $2,189 back in December. Three days before the game, the seller 'couldn't deliver.' StubHub's so-called FanProtect Guarantee? When we clicked the link — ZERO replacement tickets available. The same seats are now listed at DOUBLE the price. Oh, and our $300 non-refundable parking pass? Gone. This is a deliberate bait-and-switch scheme."

"I bought Norway vs. France World Cup tickets 6 months ago, but 2 weeks before the game I'm told the seller was banned and you'll only refund me. Comparable tickets are now ~$1,700 each, so a refund means I can't go. Please make this right and replace my tickets."

"StubHub offered replacement tickets. Then told me there were none. Then offered a refund. I selected the refund. Then StubHub told me last-minute replacement tickets were available after all. Today StubHub refused the refund and spent more time arguing semantics than solving the problem. Seller fails to deliver. StubHub offers refund. Customer accepts. StubHub says 'actually, never mind.'"

"I sold tickets in January to the World Cup. I get an email saying the sale was cancelled due to a 'security concern' from the buyer. Fast forward to this morning — THEY CHARGED ME FOR NOT PROVIDING THE TICKETS. Best part? I have two other sales supposed to get paid out. Now payment will be withheld until this is resolved. They prey on people and scam people KNOWINGLY."

"@TeamStubHub @StubHub Trying to resolve an issue with Stubhub making World Cup tickets disappear. Listed tickets. Uploaded them per SH instructions. Listing deleted. No message or instructions. No return of tickets. No help from Customer Support. Is this normal?"

"Same thing happened to me this morning from Stubhub for the Netherland vs Japan game! Where can I file complaints?"

"Yeah that happened to us. I was traveling as the guest of one who had bought tickets 6 months prior. Supposedly tickets to be released three days before, then told would be released 30 min before stadium opened. Seller refused to release and StubHub offered 3X cost alternative."

"StubHub nightmare for me yesterday too. I wonder if anyone has done a class action."

"I'm currently arguing with StubHub on something as well. I sold my tickets have proof that the buyer got them but they're claiming they didn't. I have the proof from FIFA and @StubHub @TeamStubHub is trying to tell me that they're going to charge my credit card."

"Happened to me at the club world cup last year using stubhub. Trash site."

"Had same experience w/ this site for a concert. Kept pushing until 1 hour b4 concert "couldn't deliver" they offered to replace for seats that costed a lot less for same higher price I paid for. Got refunded & found last second better & cheaper on other site."

"I stopped using Stub Hub years ago when I flew to Florida for a game & then seller "changed mind". Spent hour+ on the phone with them, they tried to compensate me with a crappy seat & only miraculously came up w/ an equivalent ticket when I told them to pay for my flight & hotel."

"@StubHub is a scam; I bought a parking ticket for Miami Inter game, but I never received the ticket and didn't get a refund."

"StubHub screwed me too for the Thanksgiving game in Dallas last year. Bought badass tickets on the 40 and ended up in the end zone. Bought them months ahead and didn't have any tickets til 30 min before kick. Only offered me a $10 credit. I'll never buy from them again."

"Something similar occurred to me. I was able to get a refund however."

"Similar thing happened to me for a Metallica concert."

"We are flying to Houston to watch Portugal and we still don't have our tickets. We have been on the phone twice with StubHub, waste of time and energy. If we don't get our tickets this is criminal."

"Essentially the same thing happened to me for the Germany-US World Cup friendly. Had to pay triple the price for almost the same tickets I had secured 6 months in advance to avoid a wasted out of state trip to the game."

"This happened to me too for JPN v NED Furious."

"Happened to me too. Exact same excuse."

"The same thing happened to me! The seller "couldn't deliver" so they gave me replacement tickets that were way worse than what I paid for. I ended up fighting and it took me over a week just to get a refund."

"The same thing happened to someone else I know for last night's game! 3 tickets purchased and a parking pass! Thousands of dollars gone! Nowhere to be found! Something about a final deadline for sellers."

"Man this is horrible - @StubHub did this to me the night before a football game. I'm driving up with my son and get an email saying I won't be getting my tickets after all."

"I've literally seen 20 of these stories on X. What is going on at StubHub? [Quote-tweeted @offdeblockchain's Norway vs. France story]"

"Same exact thing happened to us yesterday for the Ecuador v Ivory Coast game at the Linc in Philly. 5 hours before the event the seller couldn't produce tix and there were zero replacements. We will be following suit with NC and PA. StubHub are criminals."

"yup, 4 tickets.. $5,000. Flew my friends into Los Angeles. I called for 2 straight days all the way up to the 6pm USA start time on Friday, and no tickets. Hell I haven't even gotten my 5k back yet. @StubHub really messed up badly. Never again."

"We're one of these stories. They're unfortunately allowing sellers to cancel previous sales and relist the same tickets at double the price. We bought in December to avoid even more outrageous pricing than we paid and now we're without tickets at all."

"We had the same, there are way more than 20 of us unfortunately."

"The same thing happened to me and my match is this week and I got notification late last night that the sellers tickets are unavailable. There are no replacement tickets available although they have a guarantee. Prices have more than doubled now and I bought the tix the day they came out. So it seems that whoever the sellers are, are canceling sold tickets because they can make more money now. I'll never use @TeamStubHub again."

"Happened to me in March for USMNT friendlies. Will never use @StubHub again. Hours with customer support to never actually receive tickets before the start of the game. Criminal."

"@Austen same happened to me this weekend - except I didn't get a replacement offer. Would love to use your reach to get an answer for us little guys."

"Giant scam. Spent 3K on tickets and no replacements tickets provided either after they were promised. @StubHub should be run out of business. People planned trips and flights and hotels and were cheated out of tickets. Should be all over media and they should be exposed."

"Happened to A LOT of us all at once a few nights ago."

"#MyStubHubStory: I bought centercourt seats, first row, ON THE FLOOR for the Big 12 Basketball Championship game in KC. Month before the game. No tickets. Two weeks before. Still no tickets. One week before. Still no tickets. StubHub has no way to actually obtain the tickets listed by sellers; they won't guarantee you will EVER actually get the tickets you pay for."

"I would say this happened to me about four times in the past year with the NFL and NBA till I stopped using them."

"Go on Reddit. They've been screwing people over for years. Stole $400 from me. They are a criminal enterprise. Don't use StubHub. Tell your friends."

"Had this issue with @TeamStubHub in May of last year after they wouldn't replace tickets I bought for an @AustinFC game from a seller who ghosted me."

"This happened twice to me last year. Now I'll never buy tickets to them without the Instant Download option (which is how all their tickets should be sold)."

"Good luck with @StubHub. I had tickets that were listed up close but were not the same delivered. Spent an hour that night attempting to contact someone. Called again over two days and was told because I made it in, they would not refund me. They suck."

"This is exactly what happened to expensive concert tickets we purchased for a George Strait concert."

"Please let me know if @TeamStubHub makes this right. I had the exact same thing happen, bought tickets Dec 2025 for this Saturday's Ecuador VS Curaçao. Just now emailed they no longer have the tickets."

"Dealing with the same exact situation for the same exact game. Bought in December and StubHub is doing absolutely nothing for me. Insanity"

"@TeamStubHub you did this to me too... tickets were purchased December 17th I fly all the way down to Dallas and get an email my tickets are gone and I will only get a refund. Do the right thing pls and give us our tickets back."

"before the Japan vs Netherlands game I was told I was shit out of luck. TWO HOURS before the game. We had people fly in from all over the country. Seen things like this happen a ton with @StubHub"

"Just found out the same thing today - hotel past cancel date and train tix unrefundable."

"I got 2 tickets - they ended up sticking me with Seat 2 and 11 in the same row (8 seats apart). Can't wait to wave to my dad. Absolute garbage company."

"@StubHub did that to my brother and I before a Lions game when we bought tickets 6th row on the 45 and they offered us end zone seats."

"They did exactly the same for Oasis tickets last year. Bought months in advance they doubled in price from what I paid. Seller cancelled and wanted me to pay double for tickets. Their guarantee is bullshit."

"They pulled the same shit on me for an event and did it two times. I ended up buying tickets from the box office the day of for more money. The biggest bullshit is that the tickets I never received, no one ever sat in the seats!"

"I had to call. She "logged my complaint". I was told I would hear something back in 48 hours. Never got an email or any communication but got my refund 4 days later."

"PSA - do not EVER under ANY circumstances use @StubHub they allowed the seller to pull the "guaranteed" World Cup tickets that we paid for 6 MONTHS AGO to void the sale to presumably resell them at a higher profit just hours before the game. Has to be illegal @TeamStubHub"

"Same here, bought tickets back in December but still haven't received them. @TeamStubHub reached out and I sent the details in a dm but no response yet."

"Happened to us in Hong Kong. We flew up from Singapore to see Coldplay for my birthday and the tickets were supposed to be at the hotel two days before. They never came. They refunded what we paid for them, but not any of the cost associated or the fact we've already made a deal and paid for that."

"@stubhub is trash. They have done this many times before. I've traveled across the country with the same result. #NoGuarantee"

"happened to me few years ago for a Grand Prix. flew to another country and stub hub never delivered the tickets. took forever to get ahold of them but they did ultimately refund me. luckily tickets at the event for similar seats were nearly 50% cheaper. lesson learned."

"They are scammers who switch your tickets take your money and leave you holding the bag. They did that to my son who purchased concert tickets at crypto arena on Saturday. Now hoping that @Chase sees what scammers they are and give him his $$ back!"

"They still owe me $2k for NCAA tournament tickets they were unable to deliver. Their guarantee isn't worth the internet paper it's written on."

"same here. no solution, wait for 3 days, have to force to choose refund option. Stubhub is a joke. never buy ticket from them again!"

"Same thing happened to me and my son. Sucks we won't have this memory together because of StubHub's greed."

"I had similar issue in 2024. Seller didn't full fill the order/ticket & i was offered the refund. Money for Flight tickets, hotels all went down the drain."

"Hoping for a happy ending for you. Stubhub once screwed me out of $600."

"How far did you get into receiving the tickets? Were the tickets ever in the FIFA ticketing app with specific seat locations? (Asking because that's where I'm at)"

"@StubHub no response from your customer service. Called in twice and chatted over the last three days. You apparently bought tickets from FIFA for me and collected $4k from me. Unable to log in and FIFA says they have no record of this purchase?? Booked my plane and hotel to stay in Toronto July 2nd."

"Same here - had my money since December - 1 hour before game - no tickets - the seller did not hand them out (sold them for more). Offered other tickets - clicked that link - no tickets available - even though they still were selling tickets on their site..."

"I got tickets for the World Cup (category 1) from @StubHub. I got 4 tickets and paid more than $250 per ticket than my cousin. He gets placed middle stadium, lowest section and I got corner seats upper deck. What the heck is this @StubHub? Is this how you do business?"

"I wonder if @StubHub @TeamStubHub has any comment on the absolute disaster they've enabled on their platform with World Cup tickets. NEVER EVER use Stubhub."

"After 5.5 hrs and a battle with StubHub we got the Portugal and Congo World Cup tickets in our fifa app after the seller Scammed us. Don't take no for a refund! And don't take the refund!"

"My dad bought Panama and Ghana tickets for Toronto in December on StubHub. I live 2 hours from Toronto. We booked a hotel in Oakville and planned to take the GO Train in. The game is tomorrow. At 2pm today my dad received an email saying the seller was unable to provide and to pick new seats. Dad called StubHub - the seats were not available. They gave him a full refund. We're disappointed and out the hotel cost."

"Game starts in 6 hours. We have a 3.5 hour drive to the game. We bought two World Cup tickets for $1,500 this morning and StubHub can't figure out how to make them land in my FIFA account. CS said they called the seller and he didn't answer so they will try again later. Seriously?? They claim through the 'guarantee' they will refund us or upgrade our tickets - but a refund won't help since we're driving 3.5 hours. Absolutely ridiculous."

"My tickets are for this Thursday 6/18. My order info from StubHub says I should have received them by 6/11. StubHub keeps saying they have escalated the case but I don't qualify for a refund until the seller doesn't deliver by the day of the event. Any advice on how to proceed?"

"I will never use Stubhub again and I really hope a class action gets initiated. I purchased tickets on Stubhub back in December as a Christmas gift for my husband. The tickets were unable to be transferred to me. I never received the tickets at all. Kinda stuck with an expensive Stubhub credit now."

"I had 4 World Cup tickets that I tried listing on StubHub. My listing was constantly denied over the last week and a half. I kept getting denied without explanation. I contacted customer support - no reason provided. I was supposed to get a rejection email - never received one for ANY of my tickets. I wasted 3 days the first time I posted waiting to hear back and only realized they were rejected when using the virtual assistant."

"Called StubHub about a World Cup ticket and was told it would appear 20 minutes before kickoff. Anyone had this experience?"

"I bought tickets for one of the FIFA quarter final games last month and still have not received my tickets. I'm being told I need to wait until literally 2 days before the game. My fear is that ticket prices are continuing to increase and the sellers are holding out until the last minute to cancel the sell issue a refund and sell the tickets at a premium or even cancel the sale and go to the game themselves."

"I had the same issue as many where I got emails from both Stubhub and FIFA stating my tickets were ready to accept but the tickets were nowhere in sight. I spoke to Stubhub who 'escalated' the case. Finally spoke to someone at FIFA who said it was on Stubhub and these issues with them were increasing - they had just had an internal meeting to discuss it that morning. As the tournament kicked off I started seeing more and more horror stories of people in the same situation. Lots of calls to Stubhub ensued with pretty much the same 'escalation' result. I was promised multiple times someone would follow up and nobody ever did."

"I bought World Cup tickets and my order has been updated with the latest arrival date changing from a few days before the game to day of game. Order changed from confirmed to in transit to 'available waiting email' which I don't understand. It's my first StubHub order and I'm worried about the last second delivery."

"StubHub Question: Seller Says They Won't Have FIFA World Cup Tickets Until 3 Days Before the Match — Legit?"

"Bought tickets for the World Cup and it doesn't show the row or seats."

"I purchased 2 tickets to a World Cup game through StubHub. The tickets transferred to me has the Ticket Holder name of the original person that sold the tickets to me. Curious if anyone has had any issues with entering the stadium or if the seller can just get the tickets back or sell to someone else? Is this something I need to work with StubHub or FIFA to fix?"

"I have listed FIFA World Cup tickets on Stubhub and the sale was successful since last Friday. When I update the price of a listing it goes to a pending state where I need to upload the proof of purchase. I uploaded several forms of receipt or tickets and even took a picture with the FIFA mobile app and all the listings were rejected. I contacted their customer service and they said this review is done by an automated process and they won't be able to do anything."

"I've had mid field two tickets listed for an in demand World Cup game but the listing is now hidden. No email or reason why. The ticket has been verified. Anyone have this happen before?"

"We bought off StubHub in December. They told us on Sunday we were not getting the tickets. We had non refundable flights and hotels to New York so took a punt on Vivid Seats and did manage to get the tickets (albeit at twice the price). StubHub then emailed me and gave me a $800 credit as an apology."

"I bought my ticket in December and I still don't have it for the game Friday. They're making me wait until 9 AM Friday for the seller to deliver and I know I'm not gonna get anything. All the tickets have been released by now. I should have my goddamn ticket."

"I was notified around 1 PM just 5 hours from game time. All the comparable tickets at the time were going for about $250 more than what I paid for. Luckily I live pretty close to the stadium. There are people who drove hours only to get screwed like this."

"I had the same thing happen for USA v Paraguay."

"I've been having a similar issue! Purchased tickets on January 2nd. I received emails recently asking if I 'still want my tickets' and to accept them although there was no option to accept them. Then I see that the tickets will 'be available on June 12th' to accept. Again no option to accept them."

"Same thing happened to me. Fuck StubHub."

"I bought the tickets for my elderly parents who lived an hour and a half from the venue. Didn't seem smart to have them drive all that way without tickets."

"I bought my tickets a month ago and still have not received the tickets. They say the tickets are supposed to transfer on the day of the game."

"I'm currently biting my nails. I got tickets for USA v Turkey that I purchased in 2025 and crickets. They have until 4pm the day of the match to deliver. I got the tix for $740 each back in mid 2025 and right now comparable seats are going for much more."

"I got an email saying my tickets were ready June 12 logged into the proxy FIFA account and saw absolutely nothing. I have not had a resolution to the issue now its June 16. My game is June 22. They also told me to wait for seller to retransfer."

"Thank you so much for sharing this - you're giving me hope as I'm dealing with this exact same issue. Looks like contacting local papers definitely helped put the pressure on StubHub to resolve the case."

"I have tickets for July 1 round of 32. The app says tickets will be delivered on July 1 - the day of the game and it is stressing me out."

"I had a nearly identical experience including the tickets coming through just a few minutes after the chat ending. It was surprising given they said they couldn't talk to the team investigating or give me a timeline - clearly someone was working in the background."

"I sold my ticket since my bf couldn't make it anymore and I was given a deadline from StubHub to deliver them about a week ago for a game on the 23rd. I would think they requested the same thing from all the sellers but guess not."
